| Senate defies president, backs plan to help lower pump prices Tue, 13 May 2008 13:26:00 CST WASHINGTON - With only one dissenter, the Senate passed legislation Tuesday to force the Bush administration to temporarily stop adding oil to the nations Strategic Petroleum Reserve. Lawmakers hope that keeping the extra 70,000 barrels of oil a day on the market will lower gasoline prices. Wisconsin Sens. Russ Feingold and Herb Kohl were part of the 97-1 majority that voted to attach the provision to a bill overhauling the National Flood Insurance program. The Senate approved the flood bill and sent it to the House. The House is expected to vote this week on a stand-alone bill to stop oil shipments to the reserve. Wisconsin House members, including Democrats Steve Kagen of Appleton and Ron Kind of La Crosse who have spoken in support halting of oil shipments to the reserve, are expected to vote overwhelmingly for that proposal. Senate Republicans initially opposed the idea of stopping shipments to the reserve but gave way Tuesday to constituent requests that Congress do something to affect the price of gasoline at the pump. President Bush has threatened to veto any bill to stop future shipments to the oil reserve. In some areas of the country, regular unleaded gasoline has crossed the $4 mark as world spot prices for a barrel of oil hit $127 Tuesday on fears that Iran could cut oil production. Just how much an effect withholding 70,000 barrels a day from the reserve will have on pump prices is not known. Each day the United States uses 20 million barrels of oil, 60 percent of it imported from the Middle East and other countries. The legislation would require a halt in shipments to the Strategic Petroleum Reserve until the spot market price for oil drops to $75 a barrel or lower. The U.S. Energy Information Administration estimates that withholding 70,000 barrels of oil a day would shave $2 off the price of a barrel, which translates into four to five cents a gallon. The reserve is designed to serve as an emergency cache of oil for the United States in case of disruption of oil imports because of war or natural disasters such as the disruption Hurricane Katrina caused when it forced the shut down of oil refineries and oil drilling in the Gulf of Mexico. The reserve is 96 percent full and could meet the countrys oil needs for 75 days. |

| School cuts slow, painful in Waupun Tue, 13 May 2008 09:55:00 CST WAUPUN The cuts were slow and painful Monday night as members of the Waupun Area Board of Education struggled to trim more than $416,800 from next years budget. The cuts were making tonight are being made with a lot of regret, said School Board President Cathy Loomans. But this isnt the end of what we have to do to find ways to save money and streamline the district to be more economically sound in the long term. District staff members in attendance waited uneasily during a special meeting as the School Board painstakingly made its way down the list of proposed cuts on the table. The board voted to eliminate the Gifted and Talented teacher, the Alternative School and Media Programs at the high school, as well as the special education aide at the middle school, Title 1 teacher and one bus route for a total cut of $362,800. Spared from the first round of cuts were reductions in clerical staff at the middle school and part-time library aides at the high school and Fox Lake. However, the board was unable to reach a consensus on additional cuts, including the elimination of a librarian position introduced by board member Lori Lemmenes. The board agreed to look at additional cuts when it meets again at 7 p.m. Monday, May 19, at its regular board meeting in the lecture hall at Waupun Area Middle School. Administrators in attendance cautioned the board to look at the full spectrum of duties performed by the three librarians in the district. The district employs a full-time librarian at the high school, middle school and one shared by the four elementary schools. Our librarian teaches five classes and takes care of the audio/visual services for the whole building. Shes more than just a resource, said Waupun Middle School Principal Delnice Hill. I would be more concerned about losing the help (in the library) at this time than in the front office. Board members fired back at comments levied by staff members and citizens that the School Board has been less than forthcoming about the financial state of the district and the number of programs and staff facing elimination as a result of the failed $10 million referendum. Since weve started this process weve been accused of not being good stewards of our tax dollars and saying one thing and doing another, said Lemmenes. Were trying to make these decisions in a conscientious manner and then were hearing that teachers are upset that were not making more cuts. While the School Board voted to take up to $1 million from the district fund balance to buy more time before going to referendum, Loomans said only $355,000 was used due to recent savings in the special education contract and utility costs. The perception that were lying, hiding or finding money is so wrong. We didnt find money, we saved it, Loomans said. Im so offended by the people that say were lying because were not willing to cut down to the skeleton of what we offer in this district. |
