| Bomb squad removes military artifacts from Waupun museum Wed, 14 May 2008 17:34:00 CST WAUPUN Wearing a 75-pound bomb suit, Detective Daniel Thompson gently cradled a Civil War era cannonball in his hands Wednesday morning as he left the Waupun Heritage Museum. Only after placing the wartime relic in the total containment vessel tethered to the back of the truck owned by the Milwaukee Bomb Squad could Thompson take a deep breath. Our number one call is to recover unexploded ordnances that are often uncovered when people go searching through the belongings of World War II veterans, said Detective Ken Smith of the Milwaukee Police Department. Weve had people walk into the police station with a grenade in their hands wondering if its live or not. Sometimes, these mortars or grenades are duds sometimes, theyre not. Waupun Historical Society member Jim Laird said he was alerted by fellow member Gene Buchholz after a visitor to the Waupun museum last weekend questioned the safety of the military artifacts in the glass display case. Included among the Civil War and World War I and World War II munitions were two cannonballs, two mortars, a large projectile and a Dum Dum explosive bullet manufactured in the early 1890s and designed to expand on impact. The source of a lot of our artifacts is unknown. While some of these could have had the gunpowder removed, we dont know that for a fact, Laird said. We have cleaning people handling the items and school children touring the museum. Its just too dangerous. After being notified by Laird on Monday, Waupun Police Chief Dale Heeringa made a call to the Milwaukee Bomb Squad. Just this February, a military buff in Virginia was killed as the cannonball he was cleaning exploded, Heeringa said. Laird believes that one of the cannonballs at the museum may have been among a style of weapon that was a hollowed and filled with gunpowder prior to being fired. Although the Civil War ended 143 years ago, Smith said its weapons can still kill. As explosives age, they become more stable. While they typically need a heat shock or friction to set them off, just a shock of static electricity is enough to set things off, Smith said. Smith said the small cache of explosives would be taken to Milwaukee to be examined with an x-ray machine to determine whether they are safe enough to be returned to the museum. If they arent, we will explode them in one of our bunkers out at the police academy, said Smith, adding that there would be no cost to the City of Waupun to test the devices. Heeringa said that anyone locating munitions should contact their local police department, which, in turn, will contact the bomb squad. I give the museum personnel credit for being proactive in this case instead of waiting until there was a problem, Heeringa said. |

| Two Wisconsin lawmakers to oppose farm bill Wed, 14 May 2008 11:36:00 CST WASHINGTON - The farm policy bill before the House contains sham reform on farm subsidies and should be opposed, Rep. Ron Kind said Wednesday. Kind, D-La Crosse, and Rep. Paul Ryan, R-Janesville, plan to vote against the nearly $300 billion farm bill because it fails to reduce subsidies in a time of high crop prices and does not do enough to keep wealthy farmers and landowners from collecting a particular type of subsidy know as direct payments. Direct payments are based on the past crop-growing history of land and are paid annually regardless of market prices. Kind and Ryan led a failed effort last year to get the House to include an income cap of $250,000 for farmers to qualify for subsidies. President Bush has said he will veto the farm bill because the income caps included in it are too high. They and allies planned to wage a procedural challenge to the bill on the way the legislations price tag was determined. Supporters say the five-year bill will cost $289 billion while opponents say it is higher. Under the bill, people with non-farm related income of $500,000 after expenses would not be eligible for subsidies while people with farm-related income of $750,000 after expenses could no longer receive direct payments. Bush also says negotiators used budget gimmicks to disguise $13 billion in additional spending. The bill, which includes farm, nutrition, conservation, rural economic development and agriculture-related energy programs, is expected to pass the House. The key for supporters is to get a large enough winning margin -- two-thirds of all House members who vote - that would indicate they could override the presidents veto. |
