| FDL man convicted in string of gas station robberies Mon, 23 Jun 2008 15:40:00 CST A 33-year-old Fond du Lac man has been convicted in a string of gas station robberies that occurred over a four-day period last summer. Cory L. Carter, 51, Eighth St. Apt. 1, now faces sentencing on Sept. 3 after a plea deal was reached in the case on Thursday. Carter, 51 Eighth St. Apt. 1, robbed five area gas station/convenience stores between July 24 and 27, 2007, getting away with about $600, which he said he used to purchase crack cocaine, according to a criminal complaint. Carter is also accused of attempting to rob the Country Kitchen Restaurant during that period. On Thursday, Carter entered a no contest to an amended charge of robbery with threat of force and was found guilty on that charge. As part of a plea bargain, four other armed robbery charges and one count of attempted armed robbery were dismissed and read into the record. During the robberies, Carter handed employees crumpled, written notes, demanded money and stated he had a weapon. In attempting to rob the Country Kitchen, a female employee told Carter she didnt believe he had a weapon and then walked away, according to the complaint. Carter was arrested on July 29. The incidents occurred at Pioneer Mobil, 976 S. Main St., on July 24 Kwik Trip, 471 Park Ave, on July 25 AP Quick Mart, 136 W. Scott St., July 25 Q-Mart, 171 N. Main St., July 25 Country Kitchen Restaurant, 171 N. Pioneer Road and Q-Mart, 171 N. Main St., on July 27. |
| Clothing, food for flood victims distributed Tuesday Mon, 23 Jun 2008 15:33:00 CST Donated food and clothing for flooding victims will be distributed beginning Tuesday at Sabish Middle School, 100 N. Peters Ave. School officials announced late last week that they were collecting clothing and food. Weve had such a tremendous response, our cafeteria tables are overflowing, said Principal Kelly Noble. The clothing is sorted by size and type, he said. Distribution will run 9 a.m. to 3 p.m. Tuesday and continue this week until donations run out. Enter the school through the main doors, a sign and volunteers will direct people to the appropriate area. The school also received non-perishable food donations that will be distributed. |

| Feingold wont try to stop spy bill vote Mon, 23 Jun 2008 15:19:00 CST WASHINGTON - Wisconsin Sen. Russ Feingold will not filibuster a compromise version of an electronic surveillance program although he thinks it will infringe on U.S. citizens civil liberties. Feingold said he and other Senate opponents wont try to stop the vote, but they wont allow it to pass quickly. Instead, Feingold, D-Wis., told an audience at the New America Foundation that he plans to highlight the bills flaws in floor speeches. There may be several procedural votes before final passage, he added. Feingold said he and Sen. Chris Dodd, D-Conn., met with Senate leader Harry Reid last week to discuss their objections. Feingold made his comments Monday in a question and answer session that followed his address on gaps in U.S. intelligence collection. Feingold and other critics of the agreement on the Foreign Intelligence Surveillance Amendments Act say it does not contain enough protection for U.S. citizens whose international phone calls or e-mails might get swept up in American agents electronic wiretapping of foreign terrorism suspects. Opponents also say the bill legalizes surveillance carried out between 2001 and 2007 without approval from special courts. The bill also would dismiss about 40 privacy lawsuits against telecommunications companies that provided customer information to U.S. agencies during that period. The House passed the bill 293-129 on Friday. The surveillance program represents a misstep in U.S. efforts to develop a coherent plan of action after the terrorist attacks of Sept. 11, 2001, Feingold said. The lawmaker called for a commission to determine what the United States needs in terms of technology, personnel and resources to track events around the world that could affect American national security. The commission would report its findings to Congress and the White House. Feingold, a member of the Foreign Relations Committee and the Select Committee on Intelligence is co-author of S. 3041 to establish such a commission. |
| Disaster assistance available to educational/cultural groups Mon, 23 Jun 2008 14:14:00 CST WASHINGTON The National Endowment for the Humanities is providing up to $1 million in disaster recovery assistance to educational and cultural institutions that have been adversely affected by the recent and ongoing floods in the Midwest. The emergency funding will provide aid to museums, libraries, colleges, universities and other cultural and historical institutions in their efforts to recover and preserve manuscripts, historical records, art and artifacts, recordings, rare books, photographs and other materials of cultural or historical significance damaged by the floods in federally designated disaster areas, according to an NEH press release. Affected institutions can apply immediately for emergency grants of up to $20,000 to salvage, protect, and treat historical collections damaged by the flooding. Application details are available at http://www.neh.gov/Flood_Assistance.html. When flooding ravages a region, it not only damages homes and businesses, but a communitys historical and cultural resources as well, said NEH Chairman Bruce Cole. These emergency grants will help rescue, restore and ensure the survival of significant collections of our cultural heritage threatened by the current floods. Additionally, grants will also be made to NEH-affiliated state humanities councils in affected states to help them assess the extent of the damage and to assist in the recovery efforts of hard-hit areas. In 2005, the Endowment offered disaster recovery assistance within days of Hurricane Katrinas landfall and awarded more than $1 million in the first nine months. To date, NEH has awarded over $2 million to Gulf Coast state councils, museums, historical sites, libraries and educational institutions to help rescue the regions history and better protect it in the case of any future disasters. |

| Woman arrested in scuffle over boyfriend Mon, 23 Jun 2008 12:04:00 CST WAUPUN A 28-year-old Beaver Dam woman accused of beating up a boyfriend Friday night at a Main Street apartment in Waupun has been arrested. At 3:15 a.m. June 20 police responded to a physical fight between two women at a Main Street apartment. The Beaver Dam woman told police she drove to Waupun because her boyfriend, a 34-year-old Waupun man, was allegedly with another woman. When a 28-year-old Waupun woman opened the door to the apartment, the Beaver Dam woman allegedly forced her way inside and began hitting the man over the head several times. The Waupun woman chased the Beaver Dam woman out of the apartment, threatening to cut her with a knife if she didnt leave, according to police reports. The Beaver Dam woman was transported to the Fond du Lac County Jail where she was booked on charges of disorderly conduct and trespassing. The Waupun man was arrested for violating bond restrictions that required him to maintain absolute sobriety. |

| Oakfield man accused of sexually assaulting mentally ill woman Mon, 23 Jun 2008 09:43:00 CST Several charges have been filed against a 52-year-old Oakfield man accused of sexually assaulting a 28-year-old mentally ill woman. Steven D. Deichsel is accused of threatening to cut off access to a ventilation system the woman needed to breath if she did not have sex with him, according to a criminal complaint filed earlier this month. The woman had the mental capacity of a girl between the age of 12 and 15 years old, according to a criminal complaint. He is charged with 15 counts of second-degree sexual assault of a mentally ill victim and is expected to make his initial court appearance Tuesday. If convicted on all of the charges, he faces what amounts to life in prison. The young woman had medical conditions that required her to have a Pacemaker implanted for cardiac issues and a ventilation system to aid her breathing, the complaint said. The woman told authorities Deichsel forced her to have sex with him on several occasions between January 2006 and September 2007. She didnt tell anyone earlier because she didnt know how to say what happened without Steven becoming mad at her, according to the complaint. Deichsel would threaten to cut off access to her breathing tube if she didnt have sex with him. She also said that one time Deichsel cut off power to her bedroom, which stopped her breathing equipment from working, according to the complaint. |

| Chase leads to mans arrest for stolen vehicle Mon, 23 Jun 2008 21:29:00 CST Oshkosh police apprehended an 18-year-old man from Oshkosh on Monday afternoon for a stolen vehicle from Waushara County following a chase by car and by foot. The Oshkosh Police Department was following a lead that a stolen vehicle from Waushara County was in Oshkosh, Oshkosh Police Department Sgt. Todd Wrage said. An Oshkosh police detective found the vehicle in a lot of an apartment building on the north side of Grove Street about 3 p.m., Wrage said. Then, the detective followed the suspect around the area as he drove the stolen vehicle, Wrage said. A patrol sergeant tried to stop the vehicle and the driver took off. The chase went up Harrison Street, northbound on Bowen Street to Nicolet Avenue, south to Mallard Avenue and back to the Grove Street area. The driver then got out and took off on foot, Wrage said. Officers did lose sight of the suspect, but set up a perimeter of the area. A police officer spotted the suspect at 4:45 p.m. in a home on the 2000 block of Hazel Street, Wrage said. The suspect walked into the home through an unlocked door. The suspect took off and broke into another home on the 2000 block of Oak Street by breaking the door, Wrage said. With the permission of the owners, who were not home at the time, the police searched the home and arrested the suspect in a bedroom at 5:02 p.m. The suspect is now in jail, Wrage said. The car is in the impound yard waiting for Waushara County officers to pick it up. |
| EAA withdraws TIF resolution Mon, 23 Jun 2008 21:03:00 CST Citing a need to provide more information about its request, the Experimental Aircraft Association Monday asked the Oshkosh Common Council to withdraw a resolution allowing city staff to develop plans for a tax incremental financing district on its grounds. The council was set Tuesday night to consider a resolution to direct staff to prepare a TIF plan that would repay $1.9 million of EAAs costs associated with installing bathrooms, air conditioning and a new faade as part of a 145,000-square-foot exhibit hall expected to cost $6.3 million. EAA would have recouped its money once the overall project, estimated to invest more than $17 million in the AirVenture convention grounds, began to generate new tax dollars. The resolution would have sparked the drafting of a more comprehensive plan that would have required a second, final vote on the project. EAA spokesperson Dick Knapinski said the decision to withdraw the resolution was based on a need to review the project with the public and to resolve any questions ahead of a council vote. There has been some confusion about the process and that doesnt lead to a process where a lot of the large questions about the project can be asked and answered, Knapinski said Monday. | 211 saw calls spike during flooding Mon, 23 Jun 2008 19:03:00 CST An information and referral service established last year in Oshkosh saw a spike in calls following flooding that hit the city earlier this month. Funded by the United Ways of Fox Cities, Oshkosh, Sheboygan, Fond du Lac and Manitowoc, the 211 regional operation system provides resource information for area citizens. When it launched last year in Oshkosh, the information line averaged 87 calls a month. Within the last couple of days, the information line received 43 disaster-related calls from Winnebago County, said Sue Panek, director of the Oshkosh Area United Way. We are hoping this means people will use 211 more often as a viable way to communicate to the public information that needs to be shared, Panek said. For some of the instances of the flooding, it was not appropriate to call 911 because they were fielding calls of their own. Some of the most frequent calls regarded water safety, dealing with sewage within the water, testing private wells, and addressing mold issues. |
