| bSpotlight letter: /bHometown looking good on return visit Fri, 11 Jul 2008 16:23:00 CST I had the opportunity to return home this Independence Day weekend to my old neighborhood near the intersection of Hazel Street and Menominee Drive, where I grew up, from 6th grade until well into my college years at UWO. Returning after a long absence, I was very impressed with my hometown. When things come together and Oshkosh has the opportunity to shine, it really does shine brightly. The weather was perfect, Sawdust Days was well attended, the fireworks were great, and the fish were even biting in Millers Bay. In conversations with my friends and neighbors, there was of course the usual hometown bashing that is common in probably every town in the country: The city is dying, and Its just not like it was, and so on. However, it seemed to me that every negative comment or anecdote was countered by a positive. Downtown looks like it is coming back to life. I heard many compliments for the Art Walk and Waterfest. People who left Oshkosh for college or perhaps to learn a career are now returning to invest their time and talents in the city where they grew up. These people certainly have options elsewhere. They could have gone anywhere in the country, but they elected to return to Oshkosh. I believe this show of faith and investment in Oshkoshs future by the younger generation bodes very well for the city On the Water. Oh by the way, I had such a good time this weekend, Im working on bringing the whole family back for next years Independence Day celebration. | Court Records: Man tricked captor before escaping Fri, 11 Jul 2008 18:56:00 CST A 21-year-old Wisconsin Rapids man officials say was held against his will in Saratoga tricked his captor into leaving the home before he escaped, according to court documents filed today. Edward J. Lanphear, 46, is accused of kidnapping the man, chaining him in the garage at Lanphears home and sexually assaulting him. The man asked Lanphear to go get him some cigarettes, and when the 21-year-old heard a vehicle leave, he struggled to remove his blindfold so he could see up to the ceiling, where his chains were attached, according to court documents. He was able to drag a ladder to within his reach and then used it to climb up to the ceiling and release his restraints, the complaint said. He fled the garage and ran to a nearby house to plead for help. On Friday, Wood County District Attorney Todd Wolf filed charges against Lanphear that include 12 felony counts and one misdemeanor charge. The charges carry a combined maximum penalty of more than 400 years. Circuit Court Judge Greg Potter ordered Lanphears $1 million cash bond continued and transferred the case to Circuit Court Judge Edward Zappen Jr. for further proceedings. |

| Warrens woman gets probation for child neglect Fri, 11 Jul 2008 18:04:00 CST A 44-year-old Warrens woman was sentenced in Wood County Circuit Court to one year of probation for child neglect. Christine T. Forrest also was ordered to pay $98, undergo an alcohol and other drug evaluation and any counseling deemed necessary. She was sentenced for the misdemeanor charge Thursday by Circuit Court Judge Greg Potter. According to the criminal complaint, at 11:30 a.m. on Sept. 29, the Pittsville Police Department received a call about a 12-year-old boy who had been left outside a grocery store. The boy told officers Forrest had picked him up from a gun safety class and was suppose to drive him to a friends house. The boy said Forrest was drunk, drove off in the wrong direction and was all over the road, the complaint said. The boy was scared and crying, but Forrest kept driving. In Pittsville, Forrest told the boy to get out of the vehicle, if he wasnt going to stop crying, the complaint said. The boy didnt know where he was or what to do. Officers found Forrest in a ditch on Highway A, about four miles from Pittsville, the complaint said. She had a blood alcohol concentration of 0.334 percent. |

| Wood Co. inmate dies Fri, 11 Jul 2008 16:57:00 CST A 28-year-old Stevens Point man died Thursday at Saint Josephs Hospital in Marshfield after he apparently attempted to take his life in a Wood County jail cell Wednesday. The man was found hanging in his cell block by portions of a sheet from his bedding, Wood County Undersheriff Dave Joosten said. Corrections officers tried to revive the man, and emergency services were summoned. He was transported to Riverview Hospital and then transferred to Saint Josephs Hospital where he died Thursday as a result of his injuries, officials said. An internal investigation has been conducted as a result of the incident, and an outside review will be performed by the Wisconsin Rapids Police Department, Joosten said. The man had been sentenced to a year in jail for possession of child pornography. |

| Charges filed against Saratoga man Fri, 11 Jul 2008 14:19:00 CST A 46-year-old Saratoga man officials say kidnapped and assaulted two men is facing charges with penalties that total more than 400 years in prison. Edward J. Lanphear made his initial appearance Friday afternoon on two counts of kidnapping, two counts of false imprisonment, five counts of first-degree sexual assault with use of a dangerous weapon, one count of first-degree recklessly endangering safety, two counts of substantial battery and one misdemeanor count of impersonating a peace officer. Wood County Circuit Court Judge Greg Potter transferred the case to Circuit Court Judge Edward Zappen Jr. Lanphears next appearance is scheduled for Thursday. According to the criminal complaint filed today: A 23-year-old Grand Rapids man was walking home after the Fourth of July fireworks in Wisconsin Rapids. When he stopped to rest, Lanphear pulled up in a pickup truck and offered the 23-year-old a ride. As they got close to the 23-year-old mans home, Lanphear said he was a police officer. He handcuffed the Grand Rapids man and then struck him on the head, knocking him unconscious. The 23-year-old awoke to find himself chained to a ladder in the basement of Lanphears residence. Early Tuesday, a 21-year-old Wisconsin Rapids man decided to sleep in his truck outside a Wisconsin Rapids tavern when he realized he was too intoxicated to drive. He awoke to find Lanphear tying him up, the complaint said. The 21-year-old man also was taken to Lanphears residence where he was chained to a ladder in the garage. Search dogs and officials were examining the ground next to a several-foot-high pile of soil as a back hoe continued digging, just after 11 a.m. today near power lines just south of the home of Edward J. Lanphear, 10730 52nd St. S. Lanphear, 46, is currently being held in the Wood County jail on a $1 million cash bond after authorities arrested him Tuesday evening. He faces potential first-degree sexual assault charges as well as impersonating an officer, kidnapping and false imprisonment. Officials expect to finish with the search dogs and wrap up the excavation work by the end of the day. |

| Authorities continue building case against Saratoga man Fri, 11 Jul 2008 10:19:00 CST More than 100 pieces of evidence have been collected from the home of a Saratoga man officials say kidnapped and assaulted two men in less than a week, authorities announced today. Much of the evidence has been processed and forwarded to the Wisconsin State Crime Lab, Wood County Sheriff Thomas Reichert said during a joint news conference with Wisconsin Rapids Police Chief Kurt Heuer and Grand Rapids Police Chief Dave Lewandowski. Some of it will be held and maintained locally. Both men who authorities say were kidnapped have been released from the hospital and are now at home with their families, Reichert said. My brother officers here with me and working in the field also wish to acknowledge the true courage and bravery shown by the victims of this case. They were put into a situation that was truly nightmarish and displayed the fortitude and courage necessary to survive, Reichert said. We are slow in todays society to recognize heroes, but in this circumstance, I think we can all agree, these gentlemen truly are. Edward J. Lanphear, 46, of 10730 52nd St. S., Saratoga, was arrested Tuesday after a 21-year-old Wisconsin Rapids man was able to escape from Lanphears residence and summon help, investigators said. When officers arrived on the scene, Lanphear went into the basement and brought out a 23-year-old Grand Rapids man. The only statement Lanphear made to officers was that he knew what he had done was wrong, Reichert said. The search of Lanphears property continues today, with the focus shifting to the approximately 10 acres outside his buildings. Dogs are being brought in to assist. At this point, there is no evidence of any victims other than the two men abducted this week, authorities said today. No formal charges have been filed, although officials hope to have a criminal complaint complete next week. |

The thunderstorms will diminish from west to east later this morning as a warm front begins to lift northward over the state, with a warm and unstable air mass invading the state in the warm fronts wake.
