JUNEAU An 86-year-old former Catholic priest will spend six months in jail plus an additional month each year for six years for sexually assaulting three young girls in the 1960s and 1970s. Dodge County Circuit Court Judge Brian Pfitzinger sentenced Bruce Duncan MacArthur on Friday for several sex crime convictions, including two counts of sexual intercourse with a child, four counts of indecent behavior with a child, and attempted indecent behavior with a child. Prison terms totaling 80 years were imposed and stayed, but Pfitzinger honored a request from one of the victims, now 53-years-old, that MacArthur meet with her at least 10 times for two hours to discuss the assaults. Duncan, who resides in a nursing home in Missouri, is said to suffer from Alzheimers disease and heart ailments, according to his attorney, Alex Flynn. According to the criminal complaint, a 50-year-old woman told Beaver Dam police that she was sexually abused by MacArthur from the time she was 10 years old until she was in high school. The woman said the first assault took place in a hospital room at St. Josephs Hospital in Beaver Dam where she was a patient. Several times a week, the priest would take the child home to his apartment where he would fondle her and have sex with her, according to the complaint. The assaults also took place while the victim accompanied MacArthur on trips, the complaint said. Two other women reported that MacArthur attempted to molest them while they were patients at the hospital. Pfitzinger ordered that Huber privileges could be used for meeting with the victims, and when MacArthur is not in jail, he can reside at the Evergreen Hills nursing home in Missouri, where hes been living for the past four years. He must also register as a sex offender and obtain sex offender counseling. He was taken into custody immediately following the two-hour sentencing hearing and met with the 53-year-old victim at the Dodge County Jail. Charges against the former priest and chaplain were filed in January 2006. A motion by MacArthurs attorney to dismiss the case due to the expiration of the statute of limitations was thrown out by Dodge County Circuit Court Judge Daniel Klossner. The case then moved to an appellate court in August of 2006. The Court of Appeals forwarded the case to the Wisconsin Supreme Court, which said the case could move forward.

I was very disappointed to read the complaint regarding raising and lowering of bridges in Oshkosh On the Water. I have a boat at Lakeside Harbour that requires a bridge opening due to its height. It would be impossible for me to go from one bridge to the other on a 30-minute schedule. There are four car bridges in Oshkosh. With the bridge spacing and no wake zones a boat could only make it through one bridge per 30 minute opening. It would take over two hours get through Oshkosh. Please keep in mind that boating and boaters bring a lot of money into Oshkosh.

During the phone call an automated message plays that claims your Bulls Eye Credit Union credit card has been suspended and gives a number to call to reinstate the card. A similar scam was reported in mid-July and also included e-mails and cell phone text messages. Bulls Eye Credit Union representatives said the calls are scams and people should never give out personal information or Social Security Numbers. Its important to remember that financial institutions will not ask for bank account numbers, officials said. The institutions already have those numbers and dont need the customer to give them, he said. Bulls Eye Credit Union would never ask our members to provide your credit card information, account information, or personal information via an email. If in doubt, the best thing for people to do is call the local branch of their financial institutions. Local branch members will verify if a message is legitimate. Local law enforcement is aware of the problem and ask that calls are reported only if account information has been given out.

Getting caught with a little bit of pot might not mean a trip to Portage County Circuit Court. The countys public safety committee Wednesday endorsed a proposal from the Sheriffs Department to allow deputies to issue an ordinance citation to anyone caught with a small amount of marijuana. Deputies can choose to write the citation for first-time offenders caught with less than 25 grams of marijuana. The offense carries a $200 fine, plus court costs. Sheriff John Charewicz said other counties in the state have adopted similar practices, after recent state legislation was enacted, in an effort to streamline the criminal justice system. In a lot of cases when someone is arrested for a small amount of marijuana, the (district attorney) chooses not to prosecute because there really isnt a lot of merit in it, he said. This might end up being more punishment than they were getting before. This would give the officers another option. District Attorney Tom Eagon said officers can issue ordinance citations for other offenses and this policy wouldnt create any problems in prosecution. The monetary sanction is often enough to stop people from coming back through the system again, Eagon said. And very often we treat (the drug possession) as a read in. This is not a step toward decriminalizing marijuana or other drugs, Charewicz said. Offenders will get a follow-up visit from the drug unit after the bust. Portage County Sheriffs Department drug investigator Deputy Josh Ostrowski said he envisions officers writing citations sparingly. Twenty-five grams is not typically for personal use. I would be upset if someone were to issue a citation for that amount, he said. This would be used more when you are talking about a gram or two. An ounce of marijuana, roughly 28 grams, has a street value in Portage County of between $150 and $500, depending on the potency and quality of the drug, Ostrowski said. Marijuana is the preferred drug of choice in the area, and there is more of it around when the university is in session, Ostrowski said. The county board of supervisors needs to approve the proposal before it takes effect. District 9 Supervisor Dave Medin is in favor of it. With our sheriff, no ones going to get any extra leniency, he said. Its just so time-consuming and expensive to prosecute some of the smaller drug charges that this makes sense.
